Summary of the Discussion of Workshop 5

The University Ombudsmen (UO) as advocates for the rights
of the members of the University Community, lend special attention
to the process of implementing the European Higher
Education Area (EHEA).
With the aim to contribute to this process, the UO consider it
necessary to formulate three premises as well as other more
specific observations.
I Premises:
The UO unequivocally support the aforementioned process
and wish to offer their contribution in order that the latter
may guarantee the quality of the European University system.
Most singularly, the UO commit themselves to work in order
that both the implementation and consolidation of the EHEA
may emphasize the human quality (ethico-scientific) of the
process, in such a way that it may bring about the development
and reinforcement of the ethical and the scientific
integrity values in European Universities.
The UO consider extremely important to intensify the relations
with their European counterparts and, for this reason,
besides taking an active part in the international forums and
current organizations of University Ombudsmen, they would
support the development of a potential European Association
of University Ombudsmen.
Similarly, the UO deem most important to intensify the relations
with their non-University counterparts. Consequently,
they are willing to participate as observers in events organized
by European Organizations of Ombudsmen.
II Observations:
a. We wish to inform the Spanish Education Authorities of the
UO´s concern for the effect which the unequal duration of

II Observations:

a. We wish to inform the Spanish Education Authorities of the UO´s concern for the effect which the unequal  Degree studies, on a European basis, may have on the professional integration of European Postgraduates.

b. The necessary mobility favoured by the EHEA imposes the need for students to have their studies recognized when the latter are pursued at a receiving Institution. In this respect, the UO request from Universities the need to provide, through their own infrastructures and human resources, the means of translating Syllabuses as well as other documents.

c. Integration in the EHEA will also favour mobility among postgraduate students. Moreover, we can currently perceive a great diversity of situations regarding these students in Spanish Universities: not all of them obtain a Master Degree or a PhD; not all of them receive remuneration or do not receive it for the same items. For this reason the UO deem necessary: the drafting of common European regulations for Postgraduate students the standardization of the kinds of economic help or remuneration the integration of European PhD students

d. The transition from “teaching” to “learning” implies considerable change as regards the evaluation process. Within this framework, the UO will keep watch so that the new Regulationsrequired clearly define the duties of students and teachers regarding the different academic aspects (class attendance, practical work, paper submission, final exam etc)

e. Finally, we believe that, as a consequence of the implementation of the EHEA, there may take place a gradual split between academic and professional Degrees. In this respect, areas of confusion and lack of information can still be detected nowadays. The UO will also keep watch so that the whole matter is made clear and adequate measures are taken in order to guarantee that our society will be correctly informed.
